Apex Arcana — compression

I don’t really like how realistic effects look in the Apex Arcana mod, so I cut some textures twice, as it seems to me the general style that the author intended remained, but it began to look nicer due to the greater similarity to the original minecraft. + I added the Russian translation because it is also important to me.
