Players begin with an emergency notice and must choose between SAFE MODE and FULL PROTOCOL.

Core experience pillars:

• Forced shelter pressure through toxic rain and panic systems
• House anchor detection that weaponizes player certainty
• Distorted emergency broadcasts, rule drift, and false all-clear events
• Psychological effects like peripheral sightings, ghost chat, and radio interference
• Optional meta effects in Full Protocol (window behavior, input distortion, system-like panic cues)
