ProjectileSpeedLimiter

Limits speed values in Minecraft to reasonable values to prevent a server crash whilst using experimental minecarts.

Although the mod is called _Projectile_ Speed Limiter, it actually works by preventing the speed of any entity to exceed 1,000 blocks per tick (20,000ms^-1). This should never impede on normal gameplay as there is no way that an entity would be travelling that fast.

Fixes this.
