You can create the item using the following steps:
1. Diamond 2. Lapis Lazuli 3. Fortune I

This completes the Drop Switcher enchantment. Applying this enchantment to all shovels will cause rare items to drop at a low probability when breaking dirt or grass blocks. The drop rate can be changed in the configuration file.

This completes Drop Switcher II.
