Apotheosis Tooltip Fix

Fixes invisible hover tooltips, depth test bugs, and text clipping on buttons across Apotheosis menus.
Works with Apotheosis.

What does this mod do?

In Apotheosis interface menus (such as World Tier selection or Chronicle screens), buttons often suffer from rendering glitches:

• Hover tooltips fail to display or render completely blank/invisible because button textures leave the OpenGL depth test active.
• Longer localized button labels clip into the button borders or overflow outside the widget frame.
  This client-side mod fixes the OpenGL rendering pipeline so tooltips always render visibly on top, and ensures button labels scroll cleanly within their borders. It also includes supplemental Russian translations for Apotheosis World Tier buttons.
