A Frosti Fix (Frostiful Bug Fix)

This simple fix bypasses an outdated Thermoo temperature check. The wind check currently checks the local temperature change, not the actual environmental temperature, and in my testing, it consistently returned 0, stopping all wind spawns. With this add-on, you should see wind again in your cold biomes.

I also added a small check that prevents wind from spawning underwater in cold oceans.

BETA: I tested this to make sure it wouldn’t crash or cause instability. What I am not confident about is whether this produces the exact wind spawns players expect. If you have played with Frostiful before, I would love to hear whether the wind spawning matches your expectations.
