How I do this:
1. Loop(execute as @a at @s run spawnpoint)
2. IF your world has <= 8 players hit a lever which sets:(gamerule spawnChunkRadius 8)
3. IF your world has <= 13 players hit a lever which sets:(gamerule spawnChunkRadius 6)
4. IF your world has <= 30 players hit a lever which sets:(gamerule spawnChunkRadius 4)
5. Set WorldSpawn(not spawnpoint, equal to commandcenter)
6. Make it survival gamemode friendly

Optional changes:
Remove insomnia
Keep inventory or Not 
Cleans Logs
Immediate Respawn
NOTE: Expect a significant decrease in performance improvements when using mods such as Fabric or Forge. Performance may reduce from a 2x improvement down to approximately 1.1x.

NOTE: recent minecraft changes allowing speed transport will require temp setting the value spawnChunkRadius to a lower value when using.
