Makes regular protection compatible with the other protection enchantments

Reworks the protection enchantments.
Regular protection is no longer incompatible with Blast, Projectile, and Fire Protection.
Blast, Projectile, and Fire Protection only go to level II now, and are still incompatible with eachother.
