Adds the Cloud in a Bottle, granting users the ability to double jump

Players now have a 1/4 chance to find a Cloud in a Bottle in the chests of Dungeons (a.k.a. Monster Rooms). Simply keep one in your inventory and you’ll be granted the unique ability to perform a Double Jump.
Don’t wanna go looking for Dungeons? Use /function flamesatgames:give_cloudinabottle to give yourself the item!
