Yes, as long as credit is provided in some way. (eg, pinned comment, description, etc.)

When I try to load the pack, some/no textures show up!

Try moving the pack to the top of the packs list if you have other packs enabled, which gives MCPaint priority over the textures.

Can I modify this pack and publish it on Modrinth or other platforms?

As long as credit is provided, yes, but this pack is still in development, so I recommend you wait until it’s finished. Provide a link to this resource pack as well though.
