Creepers no longer damage blocks when they blow up and endermen no longer steal blocks. – Keep mob_griefing gamerule enabled but nerf annoying entities. Nothing else changes.
If mob_griefing were set to false this would also stop their behavior, but it breaks many other things, such as villagers taking food that you give them (That is considered a griefing action).
