Draconic Endzone

Implements CartiRPGs own custom progression rule for Draconic Evolution: poweredarmor/tool abilities (flight, speed, night vision, step assist, the energy shield) only take effect in the outerislands of the End (900+ blocks from the world’s horizontal origin), reverting only the in-progressvisual/mechanical effect every tick outside that zone without ever touching the item’s NBT, storedenergy, or durability. It also reduces Chaotic-tier weapon and tool damage by 60% outside that samezone, and auto-completes a matching FTB Quests milestone once the player enters the zone.
