LowCost electric power

this mod is meant to help with other tech mods, and adds following:

blocks
3 tiers of cheap, early game, infinite (but slow) energy generators (output: down, recommended to place on an energy cube)
3 tiers of equally as cheap energy storage cubes (input: Up/down, output: sides)
Downward-upward passer (input: sides, output: up/down)
cheap cable (input: green, output: red)

several chips for the machines
a pilot to check the energy stored in a cube
