Frogs Custom Scaffolding limit

Lets the Server Admin or a player with permissions to perfrom a command to update the limt for placing scafolding sideways.

• This mod does not update the hight it can go it only updates how many scaffolds you can use sideways (the max set can be set with a comamnd to 512)
• This mod uses a command to update the limit of scaffolding
