3×3 Quartz Compaction

This datapack both allows for decrafting quartz blocks into quartz, and makes the crafting recipe for the block a 3×3 recipe. More expensive for decoration, but far better for storage.

Good for if you have 1 billion quartz sitting in storage (such as from other mods, or because you just do a lot of sidequesting during netherite mining like me) and don’t much need the decoration block to be cheap.

_Only tested in 1.21.7, almost certainly can work in other versions though_
