Two fixes that enable 1.21.4+ crossbow carting:

1. Arrows ignition is checked before entity collision so it doesn’t hit the cart before it is ignited;
2. Arrows now check ignition in fire or lava with regard to its instantaneous velocity, arrows are always lit through fire or lava now.

Hitboxes aren’t fully accurate because 1.21.4 introduces a lot of different formatting that make it confusing. They roughly represent the newer version, tweaked to be slightly smaller to enforce good habit when crossbow carting (aiming lower).
