Fixed MC-194284, MC-200131, MC-218145, MC-274182, MC-274183, MC-274184. Bugs caused some sounds to vanish after reloading resource packs or pressing F3 + T.

A bug that caused all looping sounds to disappear permanently after reloading resource packs or pressing F3 + T. Fixes:
MC-194284 — _Underwater ambient sounds stop playing after reloading assets._
MC-200131 — _Minecart rolling sound stops playing after reloading assets._
MC-218145 — _Elytra ambient noises stop working after reloading assets._
MC-274182 — _Bees stop buzzing after reloading assets._
MC-274183 — _Biome ambient loop sounds stop playing after reloading assets._
MC-274184 — _Guardian beam sound stops playing after reloading assets._
